Québec Timber Production Strategy
The purpose of the Québec Timber Production is to develop Québec’s forests responsibly, with a view to increasing the forest products industry’s contribution to the economy of Québec and its regions as well as continuing to address public needs and values. It also sets out the major role that the forest will play, now and in the future, in achieving Québec’s objectives to tackle climate change. It aims to increase the wealth obtained from the forest while applying the government’s protection, conservation and social acceptability guidelines. To do so, the Strategy focuses on increasing the productivity of managed forests while improving timber characteristics to support the harvesting of more wood that meets the needs of the forest industry and its markets.
With a forest regime built on the principles of sustainable forest management, the Gouvernement du Québec is now taking action to increase the value of the province’s public and private forests and create more wealth that will not only benefit all the regions but will also support the role played by the forest in the tackle against climate change.
The Québec Timber Production Strategy is an ambitious initiative designed to produce more timber with the desired characteristics through profitable investments while developing the forest’s existing potential to create more wealth.
Five major axes
The Québec Timber Production Strategy focuses on five major axes aiming to create wealth by the effects they will have on improving the characteristics and the quantity of timber produced in Québec’s private and public forests.

The implementation of the Québec Timber Production Strategy
Implementing the Québec Timber Production Strategy will be made possible through regional timber production strategies to address regional challenges and issues and contribute to national targets. The implementation of the Québec Strategy will also help increase the value of forest products exports and create more jobs generated by the sector. To ensure targets are met, a monitoring and reporting mechanism will be implemented. In addition, the Chief Forester will analyze regional strategies to validate that they are meeting national targets.
Creating wealth in synergy and contributing to climate change mitigation goals
Current government measures and ministerial strategies will enhance the impacts of the Québec Timber Production Strategy. First, the Development Strategy for Québec’s Forest Products Industry (in French only) reduces the amount of unused wood by promoting the diversification of forest products and markets for those products. In addition, upcoming forestry entrepreneurship initiatives will increase forest operations’ productivity and profitability, ensuring supply at a competitive cost to plants. Increased production of wood with the desired characteristics will also contribute to the implementation of the Policy on Wood Integration in Construction (in French only). Finally, the government’s climate change targets will increase demand for low-carbon forest products.
