§2. Prohibited construction, improvement or repair
Section 66
The construction or improvement of a road to cross a lake is prohibited, unless authorized as part of an activity or project for which a certificate of authorization was issued following a decision of the authority concerned made under section 31.5, 164 or 201 of the Environment Quality Act 
(chapter Q-2).

Objectives
- To preserve the integrity of an aquatic, wetland or riparian environment
- To allow certain forest development activities in or near a particular place
- To provide access to the territory
Additional information
Where a certificate of authorization has been issued under the Environment Quality Act for the construction or improvement of a road across a lake, the work must also be authorized by the Minister responsible for the Sustainable Forest Development Act . The Minister specifies which forest development activities are authorized and sets the conditions to be met when they are carried out.
